§ 33.29 ANTICIPATED REVENUES; PROPOSED EXPENDITURES.
   (A)   Anticipated revenues shall include revenue from all sources, including grants, and shall be classified in accordance with the chart of accounts of the city. In parallel columns, opposite the several items of anticipated revenue, there shall be placed the amount of each such item actually received during the next preceding fiscal year; the total of the amount of each item actually received to the time of preparing the budget, plus anticipated receipts for the remainder of the current fiscal year estimated as accurately as may be; and the amount of each item anticipated to be received during the budget year estimated as accurately as may be possible.
   (B)   The proposed expenditures shall be itemized as set out in § 33.23, and each item numbered in accordance with the classification system of the city. Separate provisions shall be included in the budget for at least the following.
      (1)   Interest, amortization, and redemption charges on bonds outstanding.
      (2)   Other statutory expenditures.
      (3)   Any budgetary deficit of the current year.
      (4)   Administration, operation, and maintenance of each office, department, and activity.
      (5)   Contingent expense in an amount not more than 3% of the total amount stated pursuant to division (4) above.
      (6)   Expenditures proposed for capital projects.
   (C)   In parallel columns opposite the several items of proposed expenditures, there shall be placed the amount of each such item actually expended during the next preceding fiscal year; the total of the amount actually expended to the time of preparing the budget, plus the expenditures for the remainder of the current fiscal year estimated as accurately as may be; and the amount of each item to be appropriated for the budget year.
   (D)   The fund balance available for appropriation shall be limited to the amount by which liquid or current assets are estimated to exceed liabilities at the beginning of the budget year. This estimate shall be reviewed by the budget officer as soon as practical after the end of the current fiscal year when the actual fund balance is determined. At this time the estimates of revenue and authorized appropriations shall be revised if necessary.
