Plans and specifications for all new construction, or for the substantial remodeling of existing buildings or structures, shall be submitted to the Fire Department for approval before the start of construction. This section shall not be construed to relieve the owner of the responsibility for submission of the plans and specifications to the office of the State Fire Marshal where he is required by law to do so.
