§ 73.11 DRIVERS TO EXERCISE DUE CARE.
   (A)   Notwithstanding the foregoing provisions of this chapter, every operator of a vehicle shall exercise due care to avoid colliding with any pedestrian and shall give warning by sounding the horn when necessary and shall exercise proper precaution upon observing a child or obviously confused or incapacitated person upon a roadway.    (B)   No vehicle shall at any time be driven through or within a safety zone.
   (C)   The operator of a vehicle shall yield the right-of-way to any pedestrian on a sidewalk.
