§ 71.08 RIDING ON MOTORCYCLES.
   No person shall operate or ride as a passenger on a motorcycle except in the following manner.
   (A)   The person shall ride on a seat permanently attached to that vehicle and specifically designed to carry the operator or passenger in a safe manner.
   (B)   The person shall use a footrest permanently attached to that vehicle and specifically designed to carry that person in a safe manner.
   (C)   The person shall wear approved protective headgear, in the manner prescribed by the Secretary of the Department of Transportation, at all times that the vehicle is in motion.
