§ 51.16 RECYCLING.
   (A)   Collection of all recyclable items will be made once weekly. However, collection will not be made on the four following major holidays. In the event that a recycling collection day falls on one of the four major holidays listed below, collection shall be made the following week.
      (1)   January 1 - New Year's Day;
      (2)   July 4 - Independence Day;
      (3)   Thanksgiving Day;
      (4)   December 25 - Christmas Day.
   (B)   All recyclable items to be collected by the city shall be placed at the curb or edge of roadway by 7:30 a.m. on the day of collection for that area, but not earlier than 6:00 p.m. the day before collection. Empty containers are to be removed by the owner from the curbside on the collection day or within 24 hours after collection.
   (C)   Recyclable materials placed at a designated site, or edge of a public street or dedicated right-of-way, in a specially designated container, for the purpose of collecting recyclable materials including but not limited to newsprint, glass, aluminum, bi-metal containers, plastic containers, and such other materials as may be hereafter designated by the city as recyclable materials shall be collected by the authorized agent of the city.
   (D)   Recyclable items shall be considered any items deemed as an acceptable recyclable material by the waste hauler of record or the city.
   (E)   Placing recyclable materials in the designated container, in the specified location, shall be deemed to vest ownership and title to the materials to the city.
   (F)   No person shall remove any recyclable materials from the designated container or remove the container itself, with the exception of the resident who has deposited materials.
