§ 51.13 STORAGE.
   (A)   Garbage shall be drained and wrapped and stored in durable, rust-resisting, non-absorbent, water-tight, and easily-washable containers, which shall have close-fitting covers and adequate handles or bails to facilitate collection, and which shall not exceed 50 gallons in capacity or as otherwise provided by the waste contractor. Lids shall be kept on the cans at all times.
   (B)   Ashes shall be stored in fire-resistant containers with close-fitting covers. The containers shall be equipped with adequate handles to facilitate collection, and shall not exceed 50 gallons in capacity or as otherwise provided by the waste contractor. Ashes containing hot embers shall not be placed in containers for collection.
   (C)   It shall be unlawful to permit refuse to accumulate on any premises, except in containers which are in accordance with the specifications contained in divisions (A) and (B) above.
   (D)   Large dumpster-type containers, of a size approved by the City Administrative Officer, may be substituted for cans listed under divisions (A) and (B) above, provided they are equipped with proper attachments for mechanical handling and are located on approved paved areas accessible to collection vehicles. Dumpster-type containers shall be located in concealed storage facilities or other areas that provide effective screening from abutting properties.
   (E)   Recyclable materials shall be stored in the approved recycling container as deemed appropriate by the City Administrative Officer.
