It shall be unlawful for any person to engage in the business of collecting garbage in the Town of Fremont, Indiana, except a person, firm or corporation engaging in a business under contract with the town pursuant to the provisions of this section, or an official or employee of the town in the event a contract for the work is not entered into; provided, however, that nothing herein contained shall prevent or prohibit any person from collecting his or her own garbage on his or her own premises and removing the same therefrom.
