The town may contract for the collection of garbage and refuse pursuant to this chapter. The person or firm contracting to provide the service of collecting and disposing of garbage and refuse shall give a good and sufficient bond to the town in the sum equal to the yearly revenue under the contract for satisfactory performance of duty or as otherwise required. The contractor shall procure and keep in force such liability insurance as the Town Council may require. The contractor shall be directly responsible to the Town Council, whose duty shall be to see that the collection and disposal of garbage and refuse is carried out according to the agreement between the contractor and the town.
