§ 52.51 SURCHARGE; BASED ON FLOW AND CONCENTRATION; RATES.
   (A)   (1)   All wastewater discharged by major contributors shall meet the admissibility standards in §§ 50.25 through 50.36, by pretreatment if necessary, as determined by the Council. Wastewater beyond the limits of admissibility set forth in § 50.33 may be accepted and surcharged in accordance with the schedule in division (B) below.

Surcharge rates for wastewater characteristics not provided for herein may be set at the reasonable discretion of the Council, taking into account all of the Sewer Department's significant cost factors, relating to treatment, handling and disposal.
(1996 Code, § 9-66)

      (2)   For chemical oxygen demand (COD) where BOD cannot be determined in excess of 500 milligrams per liter: 13.5 cents per pound; and
