All burning of waste materials, by-products, scrap iron, tires and all other flammable materials by a business industry or junk or wrecking yard shall be done only between the hours specified in Section 1503.02 and such burning as provided in this section shall be done then only in an enclosed oven base with a stack not less than twenty feet high.
