(a) All persons doing plumbing business within the City or making any connections with the City sewer or performing plumbing work on the City-County sewer system shall, before doing any sewerage work or making any sewerage connections or installing or constructing plumbing, register with the City Engineer pursuant to Section 1381.05.
(b) Any plumber or firm of plumbers desiring to construct or install any fixture or fixture in any building or house in the corporate limits of the City, or to connect any fixtures or fixture in any building or house that may have been disconnected for any reason whatsoever, shall be registered with the City Engineer before the work can be installed, constructed or reconstructed as the case may be pursuant to Section 1381.05.
