Council may by voice vote grant exceptions to the dictates of Section 923.02 and grant water taps if Council finds that all the following conditions exist.
(a) The application for the water tap is made by a property owner who already has existing water service;
(b) The application states, and Council concludes, that the application for the water tap is solely for fire protection purposes;
(c) The applicant shall agree in writing, that if in the future, the water service is ever used for purposes other than fire protection, the applicant shall comply with all requirements of Section 923.03 or the water service may be withdrawn upon vote of Council.
