(a) Applicants applying for extension of water lines inside the City shall submit an application on a prescribed form obtained from the Safety-Service Director and then meet with the Mayor, Director, City Engineer and Water Superintendent. A transcript of the meeting may be made.
(b) All water lines shall be constructed according to plans and specifications filed and approved by the City Engineer and the Consulting Engineer of the City.
(c) The cost of the extension of any existing lines including hydrants, tees, valves, and fittings shall be paid by the applicant. The City may pay for the materials required for any additional size other than that required by the applicant.
(d) Upon approval by the Mayor or the Safety-Service Director, those applications for the extension of water lines outside the City, shall then apply for approval to this Council. Council may by voice vote express its approval or disapproval of such application.
(e) The line shall be extended for the source to the far side of the applicant's property unless otherwise specified by the City Engineer with an easement to continue through the applicant's property to an exit of the applicant's property as determined by the City Engineer.
(f) The applicant shall pay the cost of bidding, contracting for construction, inspection and any financing cost. The inspector shall be approved by the Safety-Service Director.
(g) There will be a rental charge for hydrants installed; the fee to be set by the Safety-Service Director.
(h) The referenced lines shall become the property of the City upon final inspection and approval of the City Engineer. The City will continue to maintain such line and issue taps as it sees fit. The applicant will not be reimbursed any moneys in connection with future taps.
(i) The applicant shall sign a covenant for future annexation to the City.
(j) All contracts between the applicant and the City shall be prepared by the applicant at his expense including subsections (a) through (h) hereof and be approved by the Director of Law.
(k) Subsections (c) through (k) hereof pertain only to applicants outside of the City.
