486.03 PARKING PROHIBITED UNDER CERTAIN CONDITIONS.
   (a)   During winter months, when a snow emergency has been declared, no person shall obstruct the orderly removal of snow from the City's streets by parking or otherwise leaving unattended any motor vehicle upon:
      (1)   Central Business District:
         A.   All Central Business District residents must have their cars removed from the street from the issuance of the snow emergency over a period of seventy-two hours; and
         B.   All persons in the Central Business District who receive a parking permit pursuant to Section 482.04, Parking Permits, must have their cars removed from City parking lots from the issuance of the snow event for a period of seventy-two hours.
      (2)   All other City streets as provided for herein. When a snow emergency has been declared, all motor vehicles shall be parked or left standing on even-numbered days of the month on the even-numbered side of the street and on odd-numbered days of the month on the odd-numbered side of the street in the City. For the purpose of this chapter, "odd" and "even" numbered days shall be considered as beginning at the hour of 8:00 a.m. after such snow emergency declaration is made.
      (3)   Excepting N. Van Buren from E. Clark 135 feet north (to the alley); and
      (4)   Cul-de-sacs. When a snow emergency has been declared, no person shall leave parked or standing any motor vehicle in the roadway of a cul-de-sac.
   Nothing contained in this subsection shall be construed to permit parking on streets where parking is otherwise restricted or prohibited. Violations of this subsection will result in the offending vehicle being towed in addition to the issuance of a parking citation to the vehicle's owner.
   (b)   The provisions of this section shall be in effect when a snow emergency has been declared. Signs shall be posted on primary roads at or near their points of intersection with the corporate boundaries of the City stating: "Winter Parking Regulations November 1 through March 31."
   (c)   Streets that have designated parking on one side only for an entire city block, shall be exempt from this section.
