The applicant for a permit shall be the registered authorized contractor, if a contractor is involved; otherwise it shall be the owner-occupant of a single-family dwelling on residential property who qualifies as an applicant under Section 1442.22. Neither the applicant for a permit nor the owner of the property that is the subject of the permit shall be in default under the provisions of the City of Freeport Business Regulation and Taxation Code or indebted in any manner to the City. A permit shall be issued only to the applicant.
