In all cases where buildings needed for a lessee's proposed operation are not available for lease from the City, the lessee shall construct the needed buildings pursuant to plans and specifications presented to the City and approved by it. In each such case the leasehold for the desired commercial activity shall contain a minimum of 15,000 square feet of land and shall provide space for specific use requirements established for the services to be offered. All proposals shall be reviewed for compliance with guidelines set forth in development standards now or hereafter adopted by the City.
