Any lessee who proposes to engage in pilot instruction shall meet the following minimum requirements:
(a) Buildings. Such lessee shall lease a building having a minimum of 240 square feet of properly lighted and heated floor space to provide for a classroom, briefing room, pilots' lounge, office space and public use telephone. Indoor restrooms must be provided.
(b) Personnel. Such lessee shall employ and have present at all times during operating hours one full-time employee properly certified by the Federal Aviation Administration as a flight instructor to cover all types of training offered.
(c) Aircraft. Such lessee shall own or have leased, in writing, two properly certified aircraft equipped for flight instruction.
(d) Hours of Operation. Such lessee shall be open for operation a minimum of eight hours per day, six days a week.
