Any lessee who proposes to engage in the rental of aircraft to the public must meet the following minimum requirements:
(a) Buildings. Such lessee shall lease a building which will provide a minimum of 240 square feet of properly heated and lighted office space, including adequate space for the public, including restrooms and a public use telephone. Indoor restrooms must be provided.
(b) Personnel. Such lessee shall employ and have present during operating hours one person having a current commercial pilot certificate with appropriate ratings, including current instrument flight rating.
(c) Aircraft. Such lessee shall have available at all times during operating hours two air-worthy aircraft owned or leased, in writing, to the lessee.
(d) Hours of Operation. Such lessee shall be open for operation a minimum of eight hours per day, six days a week.
