No person shall engage in any business or commercial activity of any nature whatsoever on the Airport without the prior written approval of the City and under such terms and conditions as may be prescribed in writing, in an agreement with the City. No person shall have the Airport as a base or terminal for the carrying on of commercial aviation, fixed-base operator, aviation operator or repair shop activities, scheduled or nonscheduled air carrier carrying passengers, freight, express or mail, student flying, communications or any other commercial flying except by persons under lease with the City authorizing such operations.
