Applications for a lease shall be in writing and shall set forth, in full and in detail, the scope of operations which the applicant proposes to carry on, including, but not limited to, the following: the amount of land the applicant desires to lease; the type of building the applicant proposes to construct; the building space to be leased or constructed; the services to be offered; the hours of proposed operation; the number of persons he or she will employ; and the number of aircraft to be based at the Airport. All proposals shall be reviewed for compliance with guidelines set forth in any development standard now or hereafter adopted by the City. Proof of insurance coverage required and evidence of financial capability as required in this chapter shall accompany the application. The City shall be the sole judge of what constitutes adequate financial capacity.
