Wastewater haulers and other persons discharging normal domestic strength wastes into the wastewater treatment plant of the City sewer system as provided for in Section 1048.01 shall be allowed access to the City Water and Wastewater treatment plant only between the hours of 7:00 a.m. and 2:30 p.m., Monday through Friday, and charged at the following rates:
(a) Truck capacity of 500 gallons or less: $40.00; and
(b) Truck capacity over 500 gallons: Charged $0.08 cents per gallon of truck maximum holding capacity.
