1048.01 ESTABLISHMENT OF RATES.
   Rates and charges for use of the sanitary sewer system of the City are hereby established as follows:
   (a)   All residential, commercial, public, industrial and other establishments, except those hereinafter specified, located within the corporate limits of the City and connected to the sewer system, which purchase City water or have private water supplies metered, shall be billed for sewer service based upon water consumed as shown by meter readings as follows:
      (1)   The monthly service charge per month for sewer service (all classes) shall be as follows:

      (2)   In addition to the monthly service charge set forth in paragraph (a)(1) hereof, the volume charge per gallon per month as shown by meter reading for residential, commercial, public, and industrial class users for operation, maintenance and repair and for debt service shall be as follows:

      *$0.0032 of the above-referenced volume charge per gallon per month shall be allocated to the Public Infrastructure Capital Improvement Fund for sewer capital improvements.
      **$0.0013 of the above-referenced volume charge per gallon per month shall be allocated to the Public Infrastructure Capital Improvement Fund for sewer capital improvements.
      (3)   All unmetered users shall be billed at a monthly flat rate as follows:
         A.   Residential users within the corporate limits of the City:

   (b)   All commercial, public and industrial users must provide and maintain, to the City Manager’s satisfaction and approval, metering devices to ascertain wastewater flows.
   (c)   Rates for capital improvements will be in addition to those set out in this chapter and shall be in accordance with Chapter 1052 of these Codified Ordinances.
   (d)   Consumer Price Index Adjustment (CPI). On September 1, 2016 and then on the following May 1st of each subsequent year and upon the approval of the City Manager with notification to the Freeport City Council, the sewer system monthly service charge and the per unit volume charge for all rate customers as set forth in subsection (a) above shall be adjusted by using the most recent CPI as published by the Bureau of Labor Statistics Consumer Price Index for All Urban Consumers (CPI-U) using the 'Water and Sewerage Maintenance' index, but in no event shall the said adjustment exceed five percent during any twelve month period beginning on or after May 2, 2017.
