Any person who violates or fails to comply with any of the provisions of Section 658.16 shall, upon conviction for a first offense, be fined not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00), and upon conviction for a second or subsequent offense within a twelve-month period, shall be fined not less than two hundred fifty dollars ($250.00) nor more than five hundred dollars ($500.00). Each day during which a violation or noncompliance occurs or continues shall be deemed to be a separate offense.
