(a) No person shall throw or cause to be deposited any solid waste, stable matter or hazardous waste upon or along any public or private street, lane, alley, creek, culvert or other public or private property within the City.
(b) The originator of any solid waste, stable matter or hazardous waste shall ensure that such is properly stored and collected by an appropriate and lawful disposer, and shall not throw or cause such to be deposited along any public or private street, lane, alley, creek, culvert or other public or private property within the City.
(c) In addition to all other penalties and remedies provided for in this chapter, the City shall have the right to seek and obtain a mandatory injunction against the responsible party who is in violation of any of the provisions of this section, enjoining and ordering him or her to remove all solid waste, stable matter or hazardous waste in compliance with the provisions of this section.
