An ordinance or resolution may be presented for consideration by any member of Council, including the Mayor, by the City Manager, or by any special committee of Council. Special zoning ordinances referred to in Section 1242.12 of the Planning and Zoning Code or preliminary or final plats under Section 1224.05 of the Planning and Zoning Code shall move directly to Council for consideration from the Planning Commission or Zoning Board of Appeals, respectively.
