1242.12 COURT PROCEEDINGS.
   (a)   The City, or any owner, vendee or tenant of property adversely affected, in addition to other remedies, after exhausting the available jurisdiction of the administrative agencies, may institute any appropriate action or proceeding to prevent or permit the construction, reconstruction, alteration, repair, conversion, maintenance, use or occupancy of a building, structure or land, or to restrain, correct or abate any illegal conduct or violation.
   (b)   When any such action is instituted by an owner, vendee or tenant, notice of such action shall be served upon the City, at the time suit is begun, by serving a copy of the complaint on the Mayor. No such action may be maintained until such notice has been given.
   (c)   In any such action or proceeding, the Court may, in its discretion, issue a restraining order, a preliminary injunction or a permanent injunction upon such terms and under such conditions as will do justice and enforce this Zoning Code.
   (d)   In any such action or proceeding instituted by the City, the Community Development Director and the Corporation Counsel are hereby authorized to institute any such action or proceeding without first obtaining authority therefor from the City Council. The Community Development Director shall report in writing to the City Council committee having jurisdiction over building and zoning issues within thirty days after the filing of the action or proceeding. Said report shall specify the case title, the court file number, the address of the parcel which is the subject of the action or proceeding, the reasons therefor, and the section of these Codified Ordinances purported to have been violated.
