An applicant may be required by the City's Annexation Staff Review Committee to enter into a pre-annexation agreement as a condition of annexing his or her real estate to the City. If an agreement is required by the City, such agreement shall be negotiated between the applicant and the City's Annexation Staff Review Committee, subject to modification and approval by Council. Pursuant to 65 ILCS 5/11-15.1-3, such agreement shall not be entered into until a public hearing has been properly held by the corporate authorities. In the case of annexation pursuant to such an agreement, the public hearing requirements of Section 210.03 shall be waived.
