No petition for voluntary annexation filed by a private applicant shall be considered by Council until after the City's Planning Commission has conducted a public hearing on the requested annexation. The applicant shall be responsible for publishing a notice and for notifying owners of property adjoining the parcel to be annexed of the public hearing of the Planning Commission to review the proposed annexation, as well as for the payment of the costs of publication and notification.
