Any annexation to the City shall be accomplished only by the enactment of a written ordinance passed in accordance with the provisions of Chapter 222 after receiving the favorable recommendation of the Community Development Committee. After the first reading of the proposed ordinance, the office of the City Clerk shall notify, in writing, the following persons and public bodies of the City's intention to vote on the proposed annexation, which notice shall include the date and time of the City Council meeting at which the vote on the proposed annexation will occur: the township highway commissioner and the board of trustees and clerk of the township in which the real estate is currently located, the Superintendent of Freeport School District No. 145 and the board of trustees of the fire protection district providing fire protection services to the parcel before its annexation to the City. This ordinance shall also assign the annexed parcel to an election ward and to a zoning district. The parcel shall be zoned in accordance with the provisions of Section 1246.05 of the Planning and Zoning Code.
