There shall be charged to all persons applying for water service to be provided to any premises, before the service commences, a deposit of $20 for water service, or, at the option of the Clerk or other appointed official a deposit equal to not less than twice the estimated amount of the prorated monthly bill. Deposits shall be non-interest bearing and shall be refunded to the consumer upon discontinuance of service and payment of charges; provided that, charges may be deducted from the security deposit before the refund is made.
