The town may reject any application for utility service for any good and sufficient reason(s), including but not limited to the following:
(A) The property or residence that is the subject of the application is not in compliance with the town code after reasonable efforts by town staff to enforce compliance have failed;
(B) Service is not available under a standard rate;
(C) Service which involves excessive service expense;
(D) Service which may affect the service to other consumers;
(E) Service when the applicant is delinquent in the payment of invoices incurred by the applicant, or (a) any person living with the applicant, or (b) any company, firm, or entity of which the applicant is the owner, who would benefit from service.
