(A) The Council shall have the immediate control and management of all things pertaining to the town water system and shall perform, or cause to be performed, all acts that may be necessary for the prudent, efficient and economical management and protection of the water system.
(B) The Council shall have the power to prescribe other and further rates, rules and regulations as it may deem necessary.
