In the event of a discontinuance of service by the town for any of the reasons set forth in § 50.31(A), (B), (C) or (D), there shall be charged a $25 reconnect fee which shall be added to the utility bill and become a part thereof. In the case of a delinquent bill, the reconnect charge shall be added to the delinquent portion thereof, all of which must be paid before there can be a reconnect.
