With the written consent of the Council, some of the following may be waived.
(A) Roadways. All streets shall be designed by a professional engineer registered in the state to withstand the structural loads imposed by the anticipated traffic flow. (See Title VII of this code of ordinances.) The transportation plan states that any new street must be built up to the standard into which it ties. It also states the street must have six inches of AB gravel as base, four inches of gravel and two inches of cake or three inches of chip seal.
(1) Collector and minor streets: 24-foot width of pavement; and
(2) Short loop and cul-de-sac: 24-foot width of pavement.
(B) Curbs. All streets shall be improved at each edge of the roadway with portland cement curbs. Integral curb and gutter is permissible.
(C) Sidewalks. All streets shall be improved with two portland cement concrete sidewalks at least four feet wide, by five inches thick, unless special conditions warrant waiving this requirement. Ordinarily, sidewalks shall be located adjacent to each curb. Pedestrian crosswalks shall be improved with one similar sidewalk located approximately in the center of the right-of-way.
(D) Storm sewers. Surface drainage from street and other areas shall be carried by gutters and storm sewers to suitable connections with the town drainage system.
(E) Sanitary sewers.
(1) Subdivisions shall be provided with a complete sanitary sewer system connected to the municipal system at the developer’s expense, serving each lot designed for human habitation unless the Council waives this requirement because of special conditions (such as none being available).
(2) Individual septic systems must be approved and inspected by the county.
(F) Potable water system. The subdivisions shall be provided with a public potable water distribution system serving each lot designed for human habitation and fire hydrants shall be provided at each street intersection and at approximately 600-foot intervals on each street between intersections connected to the municipal system at developer’s expense, unless the Council waives these requirements because of special conditions.
(G) Underground telephone, electrical and other cable distribution systems. All telephone, electrical and other cable distribution systems shall be installed underground.
(H) Street lighting. The subdivision shall be provided with suitable street lights at each street intersection and at intervals of approximately 300 feet between intersections unless the Council waives this requirement because of special conditions.
(I) Street name signs. Street signs corresponding in design to those adopted as standard for the town shall be installed as necessary for convenient identification of streets.
(J) Prior approval. Plans for each improvement shall receive individual approval by the Council before construction of same is commenced.
(K) Performance bond.
(1) In lieu of installation of the required improvements at the time of platting, the subdivider may enter into a contract with the town to install the improvements at a later date and provide a performance bond acceptable to the town.
(2) The bond shall not be released until the expiration of 90 days after the Council receives that letter provided in § 152.055(F).
