§ 152.055 IMPROVEMENTS.
   (A)   A pre-construction conference shall be held with the Public Works Director prior to the start of any construction. Weekly progress reports shall be submitted by the developer, or his or her designated representative, to the Public Works Director.
   (B)   The subdivider shall prepare and submit engineering plans and specifications for the installation of required street, sewer, electric and water utilities, drainage, flood control, adequacy of water and improvements to the Public Works Director prior to commencing construction of improvements.
   (C)   The subdivider shall improve to town standards all land dedicated for streets, pedestrian ways, drainage channels, easements and other rights-of-way as a condition precedent to acceptance thereof and approval of the final plat by the Council. For these developments wherein the subdivider plans to construct dwelling units and/or otherwise physically improve the land by providing utilities and other facilities prior to sales, the Council may permit the builder/developer to deposit with the Clerk a cashier’s check or make other approved financial arrangements for the amount required to install any underground utilities and physically improve the street system proposed, when the Council determines that construction of the street system, prior to recordation of the final map, would be an unnecessary hardship. The improvement moneys deposited with the Clerk shall be in the amount established by the Public Works Director, and when applicable shall be deposited in an appropriate account for the purpose of obtaining for the town the best interest possible on the moneys.
   (D)   Improvements shall conform with specifications of design and materials and installed to grades as approved and prescribed by the Public Works Director.
   (E)   The Public Works Director shall have the right to enter upon the sites of improvements for the purpose of inspecting them and shall be furnished with soil and material tests by a competent laboratory as may be required to determine the acceptability of the materials.
   (F)   Upon completion of the required improvements by the subdivider, the Public Works Director shall make a final inspection of the subdivision. If it is found, upon inspection, that all improvements have been installed in accordance with approved plans and specifications, the Public Works Director shall transmit a letter indicating the findings to the Council and the Subdivision Committee. This shall be prior to approval of the final plat, unless a bond or cash deposit is provided in accordance with §§ 152.058 or 152.070 through 152.078.
