(A) No person shall operate a kennel or a pet shop without a permit to do so issued by the Health Authority or otherwise than in accordance with pertinent regulations in this code.
(B) No permit to operate a kennel or a pet shop shall be issued by the Department until plans and specifications therefor have been approved. Construction shall conform to approved plans. The applicant shall specify in his or her application the kind or kinds of animals and birds that will be sold and the probable numbers of each type of bird or animal that will be accommodated.
