§ 51.152 DEVELOPER OR OWNER CONSTRUCTED SEWER EXTENSION.
   (A)   If the village does not elect to construct a sewer extension under public contract, the property owner, builder or developer may construct the necessary extension, if the extension is approved in accordance with the requirements of § 51.150 above.
   (B)   He or she or they must pay for the entire installation, including all expenses incidental thereto. Each building sewer installed must be installed and inspected as previously required and the inspection fees shall be paid.
   (C)   The periodic inspection by the Superintendent and the expenses for this inspection shall be paid for by the owner, builder or developer.
   (D)   The Superintendent’s decisions shall be final in all matters of quality and methods of construction.
   (E)   The cost of sewer extension thus made shall be absorbed by the developers or the property owners, including all building sewers.
