§ 90.01 CONTROL OF DOGS.
   (A)   No person or persons owning, harboring or possessing a dog or dogs shall allow the same to run at large within the village limits, away from the premises owned or in possession of the owner or owners. By RUNNING AT LARGE this section will be construed to mean the allowing of the dog or dogs off of the premises where the owner or owners live and claim as his or her abode whether on a temporary or permanent basis and not under the custody and control of the owner or other person, either by leash, cord, chain, or otherwise restrained or confined.

   (B)   No person or persons owning, harboring or possessing a dog or dogs shall allow the same on the streets, sidewalks or private properties in the village unless the dog or dogs are accompanied by a person and which person shall have the dog or dogs under control by way of a leash or other controlling device.
