Section 23. Same; suspension.
   The Mayor may at any time, upon charges being preferred, or upon finding any member of the police force guilty of misconduct, have power to suspend the members from service until the Town Council may convene and take action in the matter, and upon hearing the proofs in the case the Council may discharge or restore the member, and the pay of the member shall cease from the time of the suspension to the time of his restoration to service. Any violations of the regulations of the Council or orders of the Mayor shall be good cause for dismissal. The Mayor shall suspend the Chief or any member of the police force if found drunk or disorderly when on duty. The police shall have general power to do whatever may be necessary to preserve the good order and peace of the Town and secure the inhabitants from personal violence and their property from loss or injury.
