Section 7. Council members to fill vacancies.
   (A)   The Town Council shall have power to fill any vacancy in the Council that may occur during their term of office, by death, resignation or otherwise.
   (B)   The Town Council shall have power to elect one of their number Mayor Pro Tempore, to act as Mayor in the case of absence of the Mayor or his disability to perform the duties of his office. The person so appointed shall possess all the powers and rights of the Mayor during his absence or inability to attend to his duties. In the case of a vacancy in the office of Mayor, caused by death, resignation or otherwise, the Town Council shall have authority to elect his successor, who shall serve as Mayor until the next regular election, when his successor is elected and qualified: Provided, that any person eligible to the office of Mayor at the regular election may be elected by the Town Council to fill out an unexpired term as above set forth.
