Each police officer shall:
(A) Have within the corporate limits of the town all of the powers invested in law-enforcement officers in accordance with state law;
(B) Have power to serve all civil and criminal process that may be directed to him by any officer of the General Court of Justice;
(C) Rigidly enforce all laws, ordinances and regulations of the town and the State of North Carolina and report each and every violation thereof as directed;
(D) At all times preserve the peace, protect the property and the safety of the citizens of the town.
