Any person seeking authorization under this chapter to solicit charitable contributions by standing in, or, or near any town-maintained street or state roadway within the town’s corporate limits shall first file a written application with the Police Department, on a form provided by the Chief of Police or his or her designee. The application shall be filed not later than seven days before the date the solicitation event is to occur. Provided that the applicant has complied with every requirements of this chapter, the Chief of Police or his designee shall issue a permit for the solicitation.
