All persons desiring a permit in order to make an opening in any street or sidewalk, as set forth in § 95.35, shall make written application therefor, which application shall show the location of the proposed opening, the purpose thereof and the approximate number of square yards of surface to be cut. The application shall be accompanied by the fee required by this section. The fee required for making any opening in any street or sidewalk shall be fixed by the Board and kept on file in the office of the Clerk.
