§ 73.18 OPERATION.
   Parking a vehicle within any parking meter zone for beyond the established legal parking time for the zone is unlawful. Parking a vehicle within a parking zone for a period of not longer than the established time limit shall be permitted only upon the payment of a coin or coins of the United States as designated on the parking meter, which payment shall be made by depositing the coin or the coins in the parking meter adjacent to the space occupied by the vehicle and by setting the time device upon the parking meter in operation. The coin or coins re quired to be deposited in parking meters as provided herein are hereby levied and assessed as fees for the sole purpose of providing for the cost of proper supervision and regulation of parking vehicles in the parking meter zones, and to cover the cost of purchase, supervision, protection, inspection, installation, operation, maintenance, control, and use of the parking meter described herein. It is further provided that the installation of parking meters shall in no manner obligate the town to pay for the same from any source than that hereinbefore set out.
