§ 155.11 COMPLAINTS AND INVESTIGATION.
   Whenever a complaint is filed with the Building Inspector and/or Code Enforcement Officer by a public officer or authority or by at least five residents of the city charging that any structure or premises is unsafe or is unfit for human habitation as hereinbefore defined, or that there is any other violation of this chapter, or whenever the Building Inspector and/or Code Enforcement Officer from his or her or their personal observations suspects any violation or structure or premises so unsafe or unfit, he or she or they shall investigate such complaint or suspicion, and shall inspect such structure or premises where he or she or they has reason to believe violations of this chapter, or of any other applicable code, ordinance or statute exist.
