No person shall obstruct, endanger or delay the passage of any person or vehicle upon any of the streets of the city by suffering or permitting an engine or car or train of cars to remain in, upon or across any of the streets of the city, other than McGoodwin Avenue and Cemetery Street, longer than five minutes at a time.
