For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
COMMERCIAL USER. All retail stores, restaurants, office buildings, laundries, apartment buildings, manufacturing facilities and any other user other than a single family user or dwelling.
PUBLIC AGENCY. Any political subdivision of this state, any agency of the state government or of the United States, and any political subdivision of another state.
RESIDENTIAL USER. Any contributor to the city’s treatment works whose lot, parcel or real estate, or building is used for single family domestic dwelling purposes only.
