5-2-4: REMOVAL OF SNOW, ICE AND/OR RUBBISH:
   A.   Snow, Ice And Rubbish: The owner, tenant or occupant of any premises abutting or adjoining any sidewalk or alley within the city is hereby required to remove all snow, ice and rubbish from said sidewalk and all rubbish from said alley and to keep such sidewalk and alley clear of the same.
Owners, tenants, or homeowners' associations in any "PUDs", "subdivisions", or "multiple-family developments" shall be required to remove all snow and ice from all nondedicated streets, sidewalks, driveways and parking areas in such a manner as to preclude damage or obstruction to any city streets or adjoining property and to ensure access for city workers, agents and licensees.
   B.   Weeds, Grass And Rubbish: The owner, tenant or occupant of private property within the city is required to and shall, within reason, keep such premises free of weeds, rubbish, and unreasonably long grass, and shall eradicate from such premises any diseases, pests, or vermin, including eggs and larvae of any pests injurious to trees, plants, shrubs, or vines. This duty extends from such private property to the center of any street or alley along or in front of such property including parking within curbing abutting such property.
   C.   Abatement By City: In the event the owner, tenant or occupant of any premises or private property mentioned in subsection A or B of this section shall fail to comply with the provisions of this section, the city shall have the option, at its sole discretion, to remove such snow, ice and rubbish or cut or remove such weeds, rubbish, and grass and assess the cost thereof against the premises abutting the sidewalks or alleys so cleared or treated for eradication and against the private property as cleaned or cleared or treated for eradication. Such assessment shall be certified by the city clerk to the county assessor or other proper county official having charge of making up the assessment roll and such assessment shall be placed on the assessment roll and collected in the same manner as other city taxes are collected.
