It shall be unlawful for any person to place any obstructions including parking vehicles, trailers, tractors, or any portion of these and other items that block or partially block a public sidewalk or a public roadway. A courtesy warning will be issued. Subsequent failure to comply and continuing to impede the safe movement of pedestrians on any public sidewalks and any vehicular traffic on any public roadways, or alleys within the city will be penalized under provisions of section 1-4-1 of this code.
