A. No person shall store upon any area, lot, land, or parcel within Franklin more than two (2) motor vehicles that are without current registration, inoperable, or dismantled. Camp trailers shall be considered registered if registered in the previous calendar year.
B. The prohibition contained herein shall not apply where the vehicles are stored within a completely enclosed structure, or behind a sight obscuring fence, wall, or screen.
C. Upon written application to the city, and with the approval of the city council, which shall be granted for good cause shown, a person may receive a temporary special permit to keep or store more than two (2) motor vehicles which are not registered, are inoperable, or are dismantled. The approval granted shall state the good cause for granting the permit, and shall specify the terms and conditions of the special permit, including the time period by which it will expire.
